It's possible it's just the light, but these look like the beginning of ich to me. There was a spot on the tail too.
Otherwise, nice pics! Looks like his tail and fins have healed up nicely since the first pic!

I just give him frozen raw shrimp, the name on the bag is, "uncooked small Pacific white shrimp". That's awesome you've never had to deal with ich! You are one of the luckiest aquarists I know! Keep it up!
You probably are well aware of this, but with puffers being scaleless, and ich infection turns them into a cotton ball much faster than it seems to affect other fish.
I've had it show up a few times in my quarantine or other tanks, but was able to catch it after only 2-3 spots usually, so have never had to deal with a massive infestation luckily.

I think it is actually my water, my fish seem to do very well in it, and heal fast... There have been a lot ripped fins and such in the past but healed in a week or so. That is the only thing about Dragon Aquarium, they carry the more exotic fish, but they are normally in rough shape unless they are expensive, then they keep them solo.
