Ok everyone I was told by a good friend that it is a type of sand puffer. He is very aggressive and the only time he comes out of the sand is to eat. Thank you for all your help.

Based on the last pic I would guess Southern puffer sphoeroides nephelus.
I definitely think it might be one of the Sphoeroides

Thanks for the link it really helped. After looking through the link you sent me I think it is a Sphoeroides greeleyi green puffer seeing him in real life looks most like those ones. I'm glad to have an idea now.
