Yes, I started dosing Excel because its said it can kill of stuff, some of the older fungus is dying, but still some is growing.

This tank is going down hill 
Slime is coming back, shrimp keep dying (I have 3 out of 6) and super cloudy water.
I did a water change Friday, and after that is starting getting cloudy. Params are fine. Shrimp have stopped dying but still, I give up with crystal reds, I've gonna get cherry shrimp instead.

No I don't believe so. It started getting cloudy after I cleaned it, which sucks. I'm gonna do another waterchange tomorrow to see if that helps. If not I have no idea what I'll do.

I just found this on another site, not sure how helpful it will be in your situation:
Good parameters are pH 6 - 7, GH 5 - 15, KH 0 - 2, NO2 0 and NH4 0
