hi, so i'm getting a 5gal planted tank today and i just found out the substrate is ADA soil on top of some grey gravel
is this type of substrate ok for a DP?

i am purchasing the tank from someone else today and i'm not sure how long he's had the soil in there. if i monitor the parameters for a couple weeks without finding any ammonia spikes, would it then be safe to add my dwarf puffer?

yes..if the ada soil is freshly add it never been use. You'll get ammonia spikes for weeks or months. Depending on how many water change you do to get rid of it. Otherwise you're safe.
ah ok, will the puffer like it? i read a lot about puffers preferring nice soft sand so they can bury themselves haha...
