Obviously, fresh-made filtered tap water is going to be your safest option. I'd QT or toss that starfish before it completely pollutes the tank. How large is the puffer now? Have you treated for parasites? I would also lower the SG, as long as you have no corals in there, it really is fine at 1.020.

They may suck it out but a better option would be to crush the snail for easy access to the meat. I reLly can't tell you how many, since they are different sizes. Feed to a slightly-rounded belly. You can also try freeze-dried foods, like plankton or tubifex.

Sorry you are having issues! How much live rock is in there? Protein skimmer?
Do you have the option of not using ocean water?

Use Tetra Safestart (I've found it at Walmart) to get that tank cycled. ANY amount of ammonia/nitrite is toxic! Do an 80% water change & then add it directly to your filter. Get yourself an API test kit, you're going to need it throughout the time you keep fish. Rehome the guppies. In a week, start ...

I believe you are incorrect. If each has their own territory, they may feel safe enough not to have to fight for their "space". Shoutendeni are not nearly as aggressive as this species. Possibly the least aggressive of all puffer species.

They'd have to be really tiny, like the size of their eye (newly hatched), for them to eat several. Since DPs don't have dental issues, it's not totally necessary to feed them snails.
