Freshwater to Brackish

I have a 60L tank with a single F8 puffer. I am about to convert from freshwater to brackish and have treated 25L of tap water and added marine salt. I have measured the salinity of the change water with a refractometer, which is reading 1.002. When I carry out the water change is it safe to add all of the "brackish" water at once or will I need to add a little bit at a time to allow my F8 to acclimatise? If I need to acclimatise how much water should I add over what time period?

If the salt has totally dissolved in the pre-prepared 25 l it will be fine to add to the tank when you do a water change. You can add it all at once, if you did a 50% change it will read less than 1.002 when you put it in the tank, it might only show up very slightly on the refractometer. Just keep doing that until you get to your desired level.
