F8's with either toadfish or arrowhead puffers?

Hi, I was wondering if this would be a possible set up. Could I keep a figure 8 with either a three-spine toadfish or a arrowhead puffer in a 28 gallon tank?

Arrowhead will kill it & is FW (your puffer is BW). Toadfish are SW. Get another F8 & maybe some gobies.

For any newbies reading:

FW = freshwater
BW = brackish water
SW = saltwater

:P
