Er, no puffer *needs* a powerhead. Can you clarify your question? It's hard to read that.
"I will give you a talisman. Whenever you are in doubt, or when the self becomes too much with you, apply the following test. Recall the face of the poorest and the weakest man whom you may have seen, and ask yourself, if the step you contemplate is going to be of any use to him or her. Will she gain anything by it? Will it restore her to a control over her own life and destiny? In other words, will it lead to freedom for the hungry and spiritually starving millions? Then you will find your doubts and your self melt away."

I only have extra flow on my reef tanks. The filter provides enough flow for all the rest of my tanks.

No. Puffers do not need powerheads. Some tanks may need powerheads, depending on how they're set up. Some puffers may enjoy the current made by a powerhead. However, puffers don't need them.

Puffers should have decent current - stronger in some areas for exercise for the hunter-predators, less in other areas for the lurkers and hunter-predators both for rest areas and sleeping. But I do not have any powerheads in any of my tanks at all - but I do have multiple filyers on all of my tanks.

I agree 100%. My Fahaka tank (150) has a Hydor Koralia 4 and Quiet one 6000 with a 1.5" return. The current in the tank is quite powerful, but my Fahaka loves it. He bursts across the tank, just to have the flow push him back to his slow moving corner. It also helps put debris (shells, poop, etc) into the water column and out to my sump (filter sock) or filter.
