Congo and flow

Congo and flow
Would a congo puffer like a high flow tank or would they prefer low mine has changed alot in his personality since he went into the larger tank and i was wondering if it could be lack of flow?

Low flow, they tend to just lay around all day as it is

All tanks should have sufficient flow to avoid dead spots, but the lurker predators do not need the flow levels of SAPs for an example.
