Tufa rock and mbu puffer is this ok our would the ph be to high for mbu puffer

Mbus do not mind high pH. Their native range includes both riverine conditions (high seasonal variations) and Lake Tanganyika (always alkaline), but if the puffer you get is in more acid water I would adjust slowly and carefully.
