is my puffer sick?

hi, i have my blue spot toby,
have had him 3 days, he is 5 inchs, i have measured, today he will not eat brineshrimp, he has been chomping on it previous to today, and shows no interest in cockles, he is not the best exhample of the species as he is an adult and is 2nd hand from an agressive tank were he was almost killed,he had white marking on him from were he was bitten and has healed, today tho he seems pail and almost like he has small peices of cotton wool on him, this combined with him not eating is concerning me, my ph,nitrate,nitrite,ammonia,phosphate reading are all good, he is with a cleaner shrimp, 5 snails, 5 hermits, 1 dartfish all acting normal and happy all feeding and dont have the cottonwool like markings on...
is this something i have done, or am doing or is it the fish getting stressed or??
do i ned to treat or do i leave him?

we need to know the actual readings....telling us they are 'good' does not help.

go to the hospital section and answer all the questions in red and we can try to help more...
