I was wondering if a blue spot puffer will eat/kill my sea urchin & conch?

I am a newbie, I should have given you the full scope.
I have a 30 gallon SW tank that has been up and running for 4 months.
30lb's LR
2" Crushed Coral Substrate
No fish reside in the tank, I however have a sea urchin & conch.
I would like to make the "blue spot toby" my only fish in the aquarium
Any advice is welcome
Experience (10 yrs) FW (6 months) SW

Inverts are on a puffer's menu.

I have a different type of puffer, but from my understanding they will all eat absolutely any inverts. My puffer will attempt to eat absolutely anything that enters its tank. I bought a long spine urchin once, it lasted for a week. I thought since things where going well with it during the first 5 days, I would try a purple/white spine urchin.......... I dropped it in the tank, the puffer starts to swim by and comes to a dead stop in the water, starts to circle it, I shoo-ed him away, but it was only a stalling tactic.... the puffer had an expensive mid-night snack. I currently have 2 small snails living with him, and he picks on them all the time. Its been 2 weeks, but its only a matter of time... He knocks them off the glass and tries to eat them but hasn't managed as of yet to get them out of their shells.
