New Tank

I'm starting a new tank and is currently fresh water. I am wondering do I have to take all the water out and start over again or can I just add the salt? I am removing all the decor just leaving the sand. I am also adding 70+ lbs of live rock right away as it is sitting in my basement in a 30 gallon trash can with a power head and a heater. I would also like to know what is a good fish to cycle with? Thank you

What are your plans for this tank? What size is it? If the LR you have is totally cured (sounds like it is), then there is no need to add "cycling fish". You can add salt to the desired SG (whatever the rock is in now) & then the rock. I'd leave for at least a week & test the parameters, to be sure there isn't any ammonia/nitrite in there, before stocking.

Small reef are my plans. It's 55 gallon tank with what will be a 20 gallon sump when I hook it up. The live rock is fully cured I bought it from a guy who has had the tank up and running for over 4 years. So can I just add the salt to the water my fresh fish are in now ( fish will be gone when I add it of course) and take out the decor or do I have to take water and decor and all and start with new water also?

I highly suggest you fill your tank with RO water, unless you wish to have severe algae problems. Then you should be fine with mixing the salt in the tank but add the rock after it is at the desired SG.
