The problem I'm having is that in both plants, the lower leaves are slowly dying off. Only the top half leaves seem to be healthy. Too little light perhaps? I don't believe so. I have 3 watts per gallon.
EDIT: Looked up Bacopa, no it has very thin leaves, and are almost a cirlce, Bacopa has more oblong shape.

nope.. that happens as the plants grows. Many stalk plants continue to grow like that until they break the surface of the tank. Usually the hi growth areas suck up the nutrients and the lower leaves die off. Are you supplementing the tank with anything?

Yes. I dose Monday, Wednesday, and Friday with one half teaspoon of Aqueon Plant Food and suposedly 5ml of CO2, but I have no way of measuring that so I do about 3 drops. I should find out...

YES!!! So it says the cap is 1 mL, AND my dad gave me a milk tester syringe (no needle) and it has the mL thingy on the side! The first one is .1 mL so I need just that in my fertilizer regimine, awesome! Glad I found that out.

Choose "stem" in the lower left and and click "go" right beside it. It will bring up a list of plants. Bacopa is a very BIG family. There is only one that smells that that is the dead give away

Yes, this tank is taller then short. I may invest in a stronger light, although they are like $15 each at the LFS!!!! Maybe PetSmart will have some knockoffs.
Oh, found out that one capful is actually 5 mL, so I need .5 mL each dosing.
