How small is small? Figure 8s stay at about 3".
"I will give you a talisman. Whenever you are in doubt, or when the self becomes too much with you, apply the following test. Recall the face of the poorest and the weakest man whom you may have seen, and ask yourself, if the step you contemplate is going to be of any use to him or her. Will she gain anything by it? Will it restore her to a control over her own life and destiny? In other words, will it lead to freedom for the hungry and spiritually starving millions? Then you will find your doubts and your self melt away."

Dwarves really seem to be in a league of their own remaining at average a maxium of 1 inch. Otherwise it would be puffers in the 3 inch vicinity.

Elongated Golden Puffer - 3 inches - Freshwater
Striped Redeye Puffer - 2 inches - Freshwater
Red tailed Red eye Puffer - 2 inches Freshwater
South American puffer - 3 inches- freshwater
Figure 8 - 3 inches - brackish

All their information can be found under the following link, I would suggest having a browse through and seeing what is to your liking in regards to appeal and proper tank space and if would be willing for added equipment for brackish (marine salt and hydrometer).
