As sensitive as pufferfish are I don't imagine anyone would dye them. Even the vast majority of those dyed blood parrots you see in fish shops don't survive the process, and blood parrots are pretty hardy fish otherwise. Seems to me that the mortality rate for trying to dye puffers would be too high to justify the cost of acquiring the fish in the first place.
