The fish mentioned in the title is a marine fish?

Or is it a brackish fish when young and a marine fish when matured?

Can anyone give me more information on this fish?

Completely marine. Like all puffers, individual aggression varies, but this is generally considered one of the more peaceful SW puffers. They grow to roughly 12", so you'd be looking at a 100g home at least, greater if planning tank mates.

Very beautiful fish - they are little puppy dogs with fins, basically. Their eyes are strangely human looking.
