Some advice needed about baileyi puffers

But mine comes out and beg for food all the time... Could it be that it is still young?

I've got a couple hiding spots for it. Some DW with java moss tied to it. It does go there at night. But it swims around when the tank light is switched on (for most parts of the day). And it starts hanging around at the surface when I'm near the tank.

I'm going to add a small powerhead, but only after I've gotten some rocks to scape the tank. It's hard to fine rocks with nice shape over here...

I would very strongly recommend lots more decor. That may be why its out and about more and acting up - its searching for somewhere it feels safe and comfortable. One of mine begs for food daily. The other doesn't beg, he lets her do the begging as he seems to know that if she gets to eat, so does he. He just lays around in one of several hiding places until the lid goes up. Then he'll look around and watch to see if food is coming his way. I'd recommend adding a cave or two, and/or some plants with large overhanging leaves he can snuggle up under.
