Pffers in a brackish tank

is 2 spotted puffs and 2 F8's to many fish for a 31 gal tank... so far I just have the 2 spotted, didn't want to buy the F8's till i know if my tank can hold them.

Way too many. GSPs require a minimum of 30g each, and F8s should have 15g each. They also have different water requirements, F8s being low end brackish and GSPs being high end brackish to full marine.

What should I do with my 2nd puffer, give it back to the pet store? since they don't do refunds

Give it back, find it a new home with someone who has room for it, get a new tank... :)

Just spend nearly 500$ on this tank setup can't afford another tank, I'll give it back to the pet store. The puffers keeps swimming up and down the wall... is that because they're bored, or there's not enough scenery in the tank?

Usually yes, its from boredom and/or begging for food. Add more decor, a background if you don't have one already (can be anything from a store-bought one to a brown paper bag or black garbage bag), make lots of broken up lines of sight and that should help.
