Silus Puffer? Broze Puffer? Avocado Puffer?

The stripe on my silus doesn't really look blue until they are in indirect lighting, such as when the tank light is off but the room light is on. That's when it really glows blue. Otherwise, it just looks like a dark line. AFAIK, though, the modestus don't have a stripe at all down their spine.

This fish store is very interesting. All of the tanks are SeaClear with clear tops with a rectangular hole in the top and filtration intake/output drilled in through the backs. The lighting is all overhead flourescent lights and sky-lights. They don't seem to have any luck selling these guys. There were 7 in the tank a few weeks ago and 5 as of yesterday.

Someone needs to intervene. I'm about to go get a new tank and get one just because I can't stand thinking about them anymore.

The silus I got were at the store for quite some time, too, before I got them. There's still one there that was larger (close to full size I think) and cost twice as much as each of these (still not bad, $14.95 for him) that's been there since I got these fellas. Wish I had room for him but at least he's well cared for there.

It seemds that the modestus is heavier-bodied & not quite as shiny as the silus. Some say there is a bluish line along the base of the dorsal fin of the silus. Both are pictured under modestus in the Pufferpedia (we need to fix that).

My Modestus has the same blue markings you describe. Although he is most definitely a Modestus. I think silus could just be a subspecies of modestus.
