Tetraodon schoutedeni: Group or Solo?

I am setting up a 55 gallon and have access to some one year old captive bred Spotted Congo Puffers. Some are already obviously female, others unsexed, but most likely males. I'm trying to decide if it's best to go with a single fish, or if I kept two would it be better to keep 2 females or a female and an unsexed one? I keep hearing "keep one or six", but I definitely don't have room (or snails!!) for six. Heavily planted with lots of line of sight breaks.

There are plenty of crunchy foods (other than snails) you can feed a puffer.

Yes, but that's not really the point. I still don't have room for 6 and am trying to figure out if 2 will be ok together or just stick with 1.

You can easily keep 3-4 of them in a 55-gallon tank, with no other fish added.
