Tank Advice while cycling

I plan to get 2 Congo Spotted Pufferfish for my 35Gal AFTER it’s fully cycled. I have a mix of plastic and live plants (Various Bulbutis / Anubias- getting more live soon)

2 HOB 50G filters, 1 40G L shaped Sponge filter and a submersible heater that stays at 81..

Question-

Is this too cluttered? Would this filtration keep up with 2 CSP? Anything I should move around or change?

Just want to have happy puffers! 🐡🐡

Your tank looks decorated well but this species is best kept as a singleton or in groups. Longer footprint is always best. How about Pea puffers instead?
