I realize that there are a lot of "ifs" in this question, but about how long does it take a Ceylon puffer to mature to adult, assuming that it was properly fed and cared for?

Per Fishbase the population doubling time is less than 15 months, meaning that sexual maturity is expected to be reached prior to that. At sexual maturity (when raised under good conditions) most fish (including most puffers) are at 1/2 or more of full adult size. Growth to that point is fast, after that it slows down (reproduction is the aim, not size). If actively breeding, it slows most, while if a singleton it slows least.
The early fast growth is the reason why I - and several others here - push so hard for the largest possible tank, up to the permanent home if possible, immediately. Once growth has slowed, there is no way to predict when or if it will resume, or if full size will ever be reached. I have stunted a number of puffers before we knew any better.
