Just do another large change before adding the new bottle of TSS and the new fish

If you put a piece of shrimp in there it should produce about the same ammonia as the fish. Then when he gets there, you can remove the shrimp, do a 90% WC & add the fish. Put the shrimp in a stocking toe, so it doesn't disintegrate all over the tank.

Last question for now I promise. I currently have enverything setup and ready to go. I have air bubbles and a filter going and all that. My question is do puffer like/need bubbles? All the videos I have seen I don't recall seeing bubbles

You are correct that most "instant" cycling products do not work, but some do. The trick is to get one that works.

i've just tried Dr tim's "one and only" which seems to work pretty good!
