almost any non-abrasive or smooth grain sand or fine gravel is good
try to find something that looks good to you, and will go with your intended decor for the tank

ahh, ok so play sand would work fine? Im just not sure if they put anything in that sand that would be hazardous to fish

that's hard to answer because you can't really know exactly what's in it
to be on the safe side, you might want to look at commercial aquarium sand
i use these:

you can rinse their corny "live" stuff out of there and just use the sand or gravel
my congo tank has the "peace river" in it
colorful, smooth grained, easy to vaccum & stir
"olivia" has no trouble burying in it at all

the Carib-Sea website has more detailed info about their products, as well as several other substrates they have available
just be sure to steer clear of anything abrasive or too coarse for the puffer to bury in
