2 mbu puffers?
Lets say my wife ok's it and I can come up with the money could someone keep two mbu puffers in a 8"x4"xh tank? How deep would it have to be? I could use my 200 gallon as my sump..

Absolutely not. I'm sure you mean 8'x4', not sure what the other dimension would be. That's barely large enough for a single mbu.

If the tank is 3ft tall that would only make 718 usg. If you were to use your 200 as a sump and massively filter you could get away with a single mbu. Two would be a disaster waiting to happen unless you more than double the tank size

Th other dimension would need to be 4' as well. That would be the minimum tank size for one T. mbu IMHO & IME. It also needs to be on a floor which is waterproof, with floor drain(s). Adult T.mbu throw up bow waves when they swim fast - they splash water out if the tank is full. If the tank is not full, it is not enough volume.

That is a fact we rarely mention rtr, it's a good point to consider when thinking through a large puffers home. My fahaka would send considerable splashes out the tank so a mbu could cause small tidal waves to shoot from a tank

Mine at one time love to swim very near the surface when he sees me approaching the tank.. And he would swim sideway and seems to intentionally flap his side fin quickly to splash water at me... Think he has a identity crisis and imagine he's a dolphin...

What people keep them in and what a full lifete in a suitable tank are two different questions. A full lifetime tank is somewhere in the region of 1000 usg with a couple of large sumps / veggie filters ( pref). . Then you need at least 10x filtration turnover etc. to be honest it is not really a hobby fish, too big

A 300 gallon IMO is the minimum space required, only if you have an automatic water changer that changes water constantly 24/7 and a 100-200g sump with a hydroponic system also for filtratn....this is a massive fish.
I think their are more previous Mbu owners than current ones for a reason. If you can afford this fish and its needs I personally say GO FOR IT. but 2 in one tank?...you better be throwing in thousands of dollars for a custom built aquarium room.

I'm sure it could support it'd be in the basement just have to figure out how to do it maybe a corner tank that's 10' along the back wallls. 4' tall and comes out 5' would need a top because that's a lot of evaporation
