Just wondering what is the best stuff to use as the bedding for my tank sand or rocks....just trying to make sure i get the tank right.

Dwarf puffers are not picky when it comes to substrate. Go for whichever you prefer

I use sand for mine... If u opt for rocks, try not to go for too big ones so that food does not get trap in there. I would forsee the food that u are going to feed would be mightyly small.. Good luck!
