Puffer tank size
I have a 97 us gallon tank which measures 36 inch long 24 inch wide and 26 inch high, with a large sump, protein skimmer UVA steriliser etc.
Can I keep a porcupine puffer in this tank.

He won't have much turning space. By the time you have enough live rock in there he won't have much swimming room at all. I would advise much bigger
It's amazing how easy maintenance is. If done regularly and thoroughly

The bioload of this puffer as an adult, is HUGE!

Get a Dogface Puffer, they're lovely and friendly

Unfortunately the tank is also too small for a dogface.
It is absurd to talk of one animal being higher than another. We consider those, when the cerebral structure/intellectual faculties most developed, as highest. A bee doubtless would when the instincts were.

The sump is about 10 gallons and I have 70 pounds of live rock.

what ever your tank size is rated for .. take that and multiply it by .7 that should give you the usable space / water. 30% or more of your tank is used by structure, substrate and decor.
Example: a 100 gal tank only holds about 70 gals of water. There is a variable in SW tanks to that but... that is the general guideline.
The .7 is not a rule.. just a guide.

A functional sump should be a minimum of 1/3 tank volume.

I kept reidi seahorses years ago, I stopped in 2006 after a tank wipeout.
I had a smaller tank then and no sump or steriliser.
I have a marine tank with a lot of soft corals and a few fish but my husband looks after that tank.

Small tanks are perfect for seahorses!
How about keeping a FW puffer or BW puffers in there? You could keep 2-3 GSPs. They are very personable!
