Animal welfare laws are whole politcal and emotional ball of wax.
England used to have many avid goldfish hobbyists and breeders. How ever do they cull goldfish these days? It seems they would likely be labeled mass murders.
Nature is not necessarily red in tooth and claw, but in the words of a poet:
