looks like one of its pectoral fins is clamped to its side , most likely from bein attacked by one of his fellow buddys , and the curling up of the tail is what puffers do when they feel threatened ....

the white marks are most likely scrapes from being attacked .....i would say that puffer needs to be put in another tank asap .....probably die of stress more than anything
