As far as I know there isn't a way to tell the difference.
It is absurd to talk of one animal being higher than another. We consider those, when the cerebral structure/intellectual faculties most developed, as highest. A bee doubtless would when the instincts were.

Probably dwarf puffers, since they have "wrinkles" around their eyes if they're a boy.

How? Pick the one you wanted in the first place!
"I will give you a talisman. Whenever you are in doubt, or when the self becomes too much with you, apply the following test. Recall the face of the poorest and the weakest man whom you may have seen, and ask yourself, if the step you contemplate is going to be of any use to him or her. Will she gain anything by it? Will it restore her to a control over her own life and destiny? In other words, will it lead to freedom for the hungry and spiritually starving millions? Then you will find your doubts and your self melt away."

Carinotetraodons are easiest to determine. They all have differences between the sexes.

Do the females do that automatically, or only under certain conditions?

Actually only under certain conditions do they fill with eggs and drop them. Those are of course the usual limiting factors in puffer health and lifespan:

1) properly sized and equipped tank
2) proper feeding
3) proper and consistent maintenance.
4) freedom from disease and stress

So it is only four things to watch out for...

Ah okay, thanks! So as long as the puffer is happy, healthy, and well-cared for, it should be normal behavior.
