What are good tankmates for 2 SAP's in a forty gallon tank? (heavily planted)

You're fully stocked with 3. You could add a school of cories to clean up uneaten food but I wouldn't add any fish that would compete for food.

My SAPs nipped my Cories (dorsal and caudal fins).

I had Otos with mine every time I kept SAPs, but they were not very obvious.

Mine were fine short term with cories however they harassed the BN pleco until she attacked them enough that it no longer became fun. I'd only try cories if you had another tank to move them into should they be bitten.
It is absurd to talk of one animal being higher than another. We consider those, when the cerebral structure/intellectual faculties most developed, as highest. A bee doubtless would when the instincts were.
