dead food such as frozen bloodworm, prawn bought from supermarket or even pellet.

I had no luck in frozen food feeding
did you try frozen silverfish, tie them down and play to see if he will eat?

Start with live worms (mine loves earthworms) & then try mixing in dead (frozen, defrosted in garlic water).

tie your dead food on the end of a long cotton thread and drag thru the water as if its alive, your puffer will eat it!

ok i have successfully feed my puffer with some prawn meat, but it doesn't really eat alot, just like 1/2 of the prawn.
maybe it is small eater, 3 inch congo.
