By the way guys, I am not taking this advice for granted. I REALLY appreciate this help, and on youtube when I watch puffer videos and the owners of the puffers don't know what they are saying... I just tell them to check this out... When I get good at this, my friend wants to me to help him make a BW tank, but by then I will be an expert

Unfortunately, the bacteria can't be shipped, it will die off shortly, I'd say within a few hours.

Also, if you are able to get used filter media, and keep it wet with tank water, and are able to get it home within a reasonable time, the tank will still need to be at FW level, or again, that bacteria will be killed. Unless, the media is obtained from a tank that has the same SG as your tank.
You do take the risk of transferring disease to the tank though, be careful of your sources.

but, if my water is tested as SW, it means i never had an ammonia problem, it just means it shot up the slightest... Which could be normal for adding in some salt

You water is low brackish so use the FW test kits, not SW.

I believe he has the API, so it has a fresh and salt water chart.
But low end brackish *should* be closest to the freshwater colors.

I asked my LFS (i know untrustworthy) but he said since it is a bit cloudy, the SW can be a bit more accurate

Looks good, if I were you tho I would go for a more natural looking style of tank. So no blue green gravel or slates, I would have a mix of Ocean / Live Rock and Coral sand instead of gravel.

Something like this would look great for a F8 and this a brackish tank:D :
