can you have a brackish setup in a freshwater tank. by freshwater tank I mean a tank that is not designed for saltwater

Absolutely. A tank made for SW is called a reef ready tank. It has a built in overflow & is drilled for a sump.

ok but about green spotted puffers, do you have to feed them live snails or will frozen krill keep the teeth worn down?

Better to try mussels, shell on shrimp, oysters, clams, crabs...
