I'm not completely sure... After you start seeing nitrite, you're supposed to cut the ammonia in 1/2.

Where do you think I should go from here? Are there any ways for me to know if the tank has cycled?

That's really beautiful but I'd remove those larger rocks you have on your substrate. You will find it very difficult to keep your substrate clean & will find a lot of food caught in there. If you already have the otos in there, I guess it's too late to check ammonia loads on the system. Keep a close eye on the parameters & add new fish slowly.
