porcupine puffer puffing up

i recently purchased a porcupine puffer and when i got him he puffed up at the fish store then when i got him home he puffed up when i put him in the tank. it is a juvenile but i took extra special care acclimating him and making sure he felt at home. He shares his home with a snowflake eel which is pretty docile but when he gets hungry he will swim up and down the glass wanting food. The thing is everytime he swims by the puffer he puffs up but he doesnt puff all the way just about halfway. When he settles down he seems unaffected by it but i still worry. Is there anything i can do to make him feel less stressed, and i dont have another tank to put him in right now. any help would be appreciated and sorry if i should have posted this in the medical forum i just wasnt sure.

Lots & lots of hiding spots/cover to be able to retreat to & make him feel safe in his new surrounds & pick some of his own territory.

thanks pufferpunk i put in a castle and a broken pot between that and the live rock thats already in there he should be able to find some where to hide but he tends to stay at the surface of the water and just watch me and hope i bring him food.

he is not floating at the top of the water is he.........(like unable to go back down) if so he mite have air in him...)

no he just likes to swim around at the top when i feed him he will swim down and pick it up off the floor
