Because they're being neurotic. When my puffers did that you could reach right into the tank and grab them as they were so wrapped up in going crazy.
It is absurd to talk of one animal being higher than another. We consider those, when the cerebral structure/intellectual faculties most developed, as highest. A bee doubtless would when the instincts were.

it is a good Q but I highly doubt it is reflections. Quirky behavior? Yes. Something else? Possibly.

well i wont let it borther me then, he just cruzes around the tank for a few hours a day puffing up and deflating, kinda cool to watch actually

when we look in an aquarium we can see straight through when its filled with water but if you look at the adjacent panes of glass(other than straight through to the other side) you see a reflection. same if you switch to the other side and try to look through all 4 sides, and if the tank is empty you see straight through any side you want. but if i put my underwater camera in a full tank and do a full 360, you will see outside of the tank on all sides. there will definitely be a little reflection, just like someone eles said it being similar to when you look out of a window. probably depends on the lighting at the time. so there is probably a slight reflection they see, but not the same as if you were to put a mirror background on the tank.
