if I keep changing the water and adding the dechlorinator daily, will the tank develop the bacteria it needs on it's own?

Yes, otherwise we wouldn't recommend it. Nitrifying (the ones you want) bacteria in tanks live on the surfaces of the filter and gravel, and reproduce just fine with just the wastes the fish are putting out presently - you do NOT have to let any build up to make the process happen faster.

Much more important, get on craigslist and get yourself either a 29(worst acceptable) or bigger aquarium. 55's are often a STEAL because they are so common and hard to get rid of, and will give your puffer a ton of extra room to grow and thrive in.

Yes, but it will take a long time and is very hard on the fish (and fish as sensitive as puffers often die). It will also be a lot of work for you.

I wouldn't worry about cycling your 1g tank. Just keep doing those WC 2x/day, until you can get the puffer into a larger tank.
