Help pick our puffer?

Help pick our puffer?
After seeing how much fun my dp is my boyfriend now wants to get a puffer himself. Originally we had looked into getting a Congo put with the recent death of his angel fish we now have an empty 30 gallon hex. He loves how personable the SAPs at our Lfs are but after looking into them I'm not sure if they are the best choice for us. Freshwater would of course be easier but I might be able to persuade him to try out a brackish tank. So my question for you all is, which puff would you recomend?

how tall is the tank, & how much substrate area is there (bearing in mind plants, rocks, ornaments etc.)?
a Congo might be a great choice, if there is enough substrate area for a major burrower.

The tank is 24" tall and right now there is nothing in it as we are currently cleaning everything that was in it.

Since hex tanks have small footprints, you'll need to avoid active fish, or at least choose small ones.

A lurker would be a good choice - they are not quite as active/interactive, but for them, water volume and thus cleanliness is more important than swimming space in figuring their tank size, so an oddball tank like a hex is not the type of detriment it would be for an active type. SAP are VERY VERY active and love current and would be among the worst choices for that shape.

It is absurd to talk of one animal being higher than another. We consider those, when the cerebral structure/intellectual faculties most developed, as highest. A bee doubtless would when the instincts were.
