the toilet tank method works because it allows the rock to sit and soak, letting any chemicals or anything bad in the rock slowly seep out. then it gets a sudden flush of water and is "rinsed" and allowed to sit and soak again. over time, you slowly diffuse out the bad stuff until it get to nearly non-existant level. by simply soaking it in a bucket, you reach equal levels of bad stuff across the rock and the water. then you change bucket water and it starts over. the toilet tank is effective because it involves no extra work and you end up getting a lot more water changes than with a bucket.
