about 12 hours a day. ok, i'll do a black out for a few days and then a large water change. do you think the problem will go away once my NPK ferts come in and i start dosing with those?

Yes,
I'd reduce the time to about 8 hours.
When you start dosing and the amount of algae build up reduces then you can start upping the hours that your light is on....... but slowly, it takes a couple of weeks to notice any changes.

Cyano is not an algae, it's a bacteria.

But it works in much the same way as an algae with it's presence normally related to poor flow and/or an imbalance of CO2 and NPK.

You have to block out all ambient light so that means wrapping your tank in black bin bags or the like.

There had to have been some light coming in from somewhere. My tank was literally blanketed in cyano and I covered the whole tank with blackgarbage bags and used duct tape to stick them down nice and tight. The reason why I say you had to have light come in from somewhere is cyano cannot live with zero light, if there was even a speck of light coming in it will still live.
