Read this before posting!!
Since this board has been up, we have found there are several questions that routinely get asked in order to help diagnose problems. If you can have that information to begin with in your post, we'll be able to help right away (if we can!) without having to wait for you to post the info we need.
1) Your water parameters - pH, Ammonia, Nitrite, Nitrates and salinity (if appropriate). This is by far the most important information you can provide! Do not answer this with "Fine" "Perfect" "ok", that tells us nothing. We need hard numbers.
2) Tank size and a list of ALL inhabitants. Include algae eaters, plecos, everything. We need to know what you have and how big the tank is.
3) Feeding, water change schedule and a list of all products you are using or have added to the tank (examples: Cycle, Amquel, salt, etc)
4) What changes you've made in the tank in the last week or so. Sometimes its the little things that make all the difference.
5) How long the aquarium has been set up, and how did you cycle it? If you don't know what cycling is read this: Fishless Cycling Article and familiarize yourself with all the information. Yes. All of it.
We want to help, and providing this information will go a LONG way to getting a diagnosis and hopeful cure that much faster.
While you wait for assistance:
One of the easiest and best ways to help your fish feel better is clean water! If you are already on a regular water change schedule (50% weekly is recommended) a good step to making your fish more comfortable while waiting for diagnosis/suggestions is to do a large water change immediately. Feel free to repeat daily or as often as you can, clean water is always a good thing! Use of Amquel or Prime as a dechlor may help with any ammonia or nitrite issues, and is highly recommended.
Note - if you do not normally do large water changes, doing a sudden, large water change could shock your fish by suddenly changing their established water chemistry. Clean water is still your first goal, so in this case, do several smaller (10%) water changes over the next day or two before starting any large ones.

I'm really sorry your friend is ill.
You can tranq him with MS222 so you can look into his mouth. IDK where you live but if it's in the UK, do a search here & I believe you may find folks willing to share theirs.

Feel terrible calling you that, whoever you are and I do apologize. I have telephoned the Blue Reef Aquarium at tynemouth, they suggested that I use Melafix on Mr/Maisy Mbu, their marine vet flys in when they need them on an as and when bases but she only tends to aquarium business and not the general public, however they were really helpful but havent told me anything I didnt already know.
The water quality is as good, if not better than it has ever been. I do water changes every 7 - 10 days because of the nature of the food Mbu's eat, although he still hasnt eaten yet. Like I have stated I have increased the temp. 1 degree to help aid his immune system, so the temp. is now 27. Ammonia is still 0ppm, Nitrites is still 0ppm, and the Nitrates is still <10ppm. The PH is 7.6, salinity is freshwater .024 - .025.
The redness has decreased slightly, however the swelling in his mouth is still the same. Do you think it possible that a peice of shell his gone behind his beak and lodged behind the piece of skin that goes up and down in his mouth. I'm sorry I do not know the correct term for this piece of anatomy. Or do you think that immpossible.
I am very sorry to hear about your GSP. We get so attached to our pets dont we. I hate to see anything suffer. I hope he does improve. All I can do now is see how things go. I have drawn a blank in the way of finding an aquatic vet.

How safe would it be to put a puffer to sleep using IDK ?
I would consider it if I knew what I was doing, but I have read that Mbu's in particular are not very adaptable when it comes to putting them to sleep.

Have you considered adding aquarium salt (not marine salt)? It does help a lot of topical issues and can kill bacteria by changing the osmolarity of the water, especially if it is FW type bacteria. I would highly consider it, 1 tablespoon to every 5 gallons of tank water. It also can have a soothing effect on inflammation.
"Darwin swings...annnnnnd a miss. Boy Jim, Chuck's suffered at the plate tonight. He's 0 for 3 and I'm not sure he's recovered from that shoulder pull a few weeks ago. I'll bet the front office is re-thinking that contract."
