Mixing Dwarf Puffers with Red Eye Puffers?

I know this is probably a obvious question and I'm pretty sure you can't mix these two species but has anyone had luck with it?

I have 5 Dwarf Puffers living in a 28 Gallon bowfront tank with Ghost Shrimp, Chameleon Shrimp, and 4 Ottos
The Dwarfs leave the shrimp and ottos alone but they will chase each other from time to time

Which species of red eye puffers? Some species are far more aggressive than others.

However, I would say your tank is too small to add any of the red eye's to its current bioload.
