I found this puffer on e bay and was wondering if anyone know anything about them.

eh not really that rare for a all black dog faced puffer.

a standard dog faced with a color morph. you can read about them in the library or google up dog faced puffer

Not to burst any bubbles but black arothrons are not super rare. Even if you can't find any at your LFS you can order online from someplace that has a 2 week or so stay alive guarantee and a business reputation. Buying fish on ebay (great for other stuff) just doesn't measure up to other methods of finding fish. As Jager said, google is your friend for more info.
