Mine's about 3" but I think he does fine in a 20L tank.

I'd stick with the Dwarf puffers, as long as you feed them regularly, and give them plants to hide in and have more than two, they should be fine and I don't see where they would nip any fins of anything else you wanted to put in there, say a catfish or something. The Dwarf puffers are small enough you can have more than one and they are very fun to watch. I love the little guys.
