Possibly switching to marine?

So after attempting to cycle my 47gal tank for brackish at SG of 1.005 to no avail after 8 weeks I think I'm about to start over! :?

I was originally planning on using the tank for one GSP after going back and forth over that or marine. The cycle is agonizing though, since I've had 0 ammonia readings for weeks, but nitrite has been way off scale (above 25) for weeks (about 4) with no sign of dropping.

I think I'm going to do a complete water change, switch the tank to marine, try either bio-spira or Dr. Tims, and stock it with a valentini puffer, a captive bred banggai cardinal, and a pair of false percula clowns and maybe a small group of hermits. I just need to pick up a skimmer. Does anyone have any comments on the proposed tankmates for the valentini? Any suggestions?

From what I hear and read, valentinis are rather peaceful for a puffer, so maybe they'd all work together - although I'd be surprised if the hermits didn't get picked at.
