Then there isn't enough bioload to support 2 puffers. IMO, get the correct-sized tank for 2 or only purchase 1.

If you want 2 a 30 gallon would be good. If you want more than 2 it's 15 gallons for each puffer.

I just set up a 55g tank and am going to cycle it for about two weeks. How much salt can I add today?

For F8's bring it up to 1.005. 1cup marine salt per 5 gallons will bring it up 0.005

1st you ned to find out what SG they are in at the store. Then you have 2 choices: You can cycle the tank at 1.005 & slowly drip the puffers into that SG or cycle the tank at the G they are at the store (more then likely FW/1.000) & then raise the SG .001-.002.week, until they are at 1.005. Are you doing a fishless cycle?

Yeah, I'm doing a fishless cycle. I just set up the tank so I rose the salt to 1.006 yesterday because figure eights need 1.005-1.008 and I didn't need to worry about killing off all the bacteria.

Well, my 55g started leaking. So, I took it apart and stripped the old silicone. Now I just need to reseal it. Even though I know what to do, it still stinks. :(
