Help!!

So, my puffer is sick and I don't know what to do! I posted this in the Hospital forum about a week ago, but I am not getting many responses in there, so I am posting it here. I have a 15 gal tank with 1 small f8, a mollie, and some ghost shrimps. My temp is 78, nitrates, nitrites, and ammonia is all at zero. I had my water tested at a pet store and she said the only thing was that my pH is a little high, but not enough to worry about. Salt is 1.006. I recently had another mollie in there, but I came in a couple weeks ago and he was all of a sudden bottom up, thats when the problems started. They all were getting along fine, no biting or anything. The only thing I could notice was that his gills were opened and looked white, this may have just been his insides, not sure. So, afterwards I have been doing water changes more frequently and adding "Stability." My puffer soon stopped eating, or even paying attention to food. He nipped and the plants, and then would jerk back. He got jerky sometimes and bumped into things. He seemed really weak and would get pushed down by the current of the pump. Now, he is only lying on the bottom breathing heavy. Looks like he is on his death bed. No overgrown teeth, no apparent parasites (no physical appearance signs). I have an air pump, so there should be enough oxygen. I have been feeding him freeze-dried shrimp. The mollie seems fine, but the shrimp have turn white (a sign of them dying), too. I am at a complete loss. Even if I lose the puffer, I don't know what to fix for the benefit of the others, or future fish. Please help! Thank you

Do a 75% water change, and see if that perks him up. If it's anything in the water, that will help out a lot.
