Thats cause your tank probably finished its cycle. Now that he is eating you will definately need a bigger tank. My 3" fahaka is about 5" now and I got him 2 weeks after you did. I would look in you local classifieds to find a cheap 55g that will hold him for a couple months and then start looking for a 110g or bigger. He will need the 110g before the year is up. Its a big investment with this fish; if you don't think you can do that I would start looking for someone that might be able to take him for you. If you want a puffer and wanna stay at the 20g tank I would get some dwarf puffers. You could have 4 in a tank that size and they are really cool and fairly easy to care for.
Either way its good to hear that he is eating again. Just do the best you can, and if you know that you can't get what the fish needs; just think how you would feel if you were stuck living in a bedroom that was just big enough for your bed and thats it. With nowhere to go; if you wouldn't live like that why would you want a fish to live like that to. Just some food for thought.

haha ur right, i got a 125g tank and it's gonna take me a while to getting it to set up and hes going in there for good. iono but some of my friends from college are stuck living in bedroom that just big enough for one bed for couple of yrs now they are doing fine hehe

Good to hear that you got him a 125g. I think your friends should have tried a different degree then. If I went to college and was living a room barely big enough to sleep in I would punch my teacher for missleading me.
